I have now heard from the Secretary of the Civil Service in Hong Kong that they would like to proceed with the possibility of appointing Detective Chief Superintendent Howell to this vacancy. I am sure this is a wise decision.
2. Hong Kong have made two further requests set out in the attached telegram No. 636. These are that Howell should be interviewed by a Board chaired by the Hong Kong Commissioner in London; and that meanwhile the search for other candidates should be put into abeyance.
