Following the interview, held in my office on 8th July, with Detective Chief Superintendent Howell I conveyed the recommendation of the Board (Michael Macoun, and our two selves) to Hong Kong that Mr. Howell was entirely suited for appointment, on secondment, as Director of Criminal Investigation in the Royal Hong Kong Police Force.

I have now been informed by the Hong Kong Govern- ment that our recommendation has been accepted, and I have been instructed to seek formal approval for Mr. Howell's secondment by the Metropolitan Police for a resident tour of 3 years beginning, if possible, in mid-August, 1974. I should therefore be grateful if you could obtain the formal agreement of the Home Office and the Metropolitan Police to this secondment. In view of the urgency involved, and in the expectation that Mr. Howell's secondment will be approved, I have already gone ahead with preliminary arrangements for a medical examination and for the completion of the other pre- appointment formalities, in collaboration with the Crown Agents, who will be responsible for the formal processing of Mr. Howell's appointment.
