I beg to enclose herewith a copy of my letter dd. 8th Nov. 1974 to the Inspector-General of the Colonial Police relative to a complaint lodged with the Royal Hong Kong Police and on which their Triad Society Bureau have so far taken no action in accordance with Crown laws.
I pray that you will instruct the Inspector-General of the Colonial Police to ask the Commissioner of the Royal Hong Kong Police (Mr Brian Slevin) to prove that their officers are devoted to their duties as members of a law enforcement agency, that they are maintaining law and order in accordance with the policies laid down by the British and Hong Kong Governments, that they show no favour to the agents for their fellow policemen, that they deserve the previlege of being Crown servants.
It is hoped that some thing will be done to brush up our police force, which is shockingly crooked and corrupt.
