Your communication to the Foreign and Commonwealth
Office dated 3rd January 1974 has been referred to me.
I am directed to inform you that if you wish to have your petition transmitted to the Secretary of State for Foreign and Commonwealth Affairs, you have to forward your communication, unsealed and in triplicate, to the Governor of Hong Kong, requesting that it be forwarded in due course to the Secretary of State. Communications received by the Secretary of State otherwise than through the Governor will be referred back to the Governor or returned to the sender.
