I apologise for being blunt, but there seems to be only one solution: you can just let the situation continue until the next riots, and all these frustrated people like Mr. Lui will perhaps find an outlet for their frustrations (though I must add that Fr. Lui and most working-class people are far more civilised and non-violent than Europeans in similar circumstances).

You may also continue criticising South Africa for its treatment of the native people (quite rightly too), while closing your eyes to the fact that the Chinese in Hong Kong are also without human or political rights. Only a few days ago we saw new appointments to the Legco

nice people who will always agree with the Government on major issues though sounding democratic in small ones, simply because they like to keep all power and wealth in the hands of their own families and friends.

Last time we had a Labour Government, my hopes of improvement here were shattered. Now I do not even have hopes. The people's hope lies only in whatever action they themselves decide to take, because no one here in the Government, or in London in the Colonial office, cares what happens to them. And because of political suppression, such action as they may take could only depend on violence. We see it in

the increase in violent crime, and in the growing number of young people who hate the colonial system and are turning their eyes to China as their saviour.

I think it would be a waste of time for me to ask you to think again about Hong Kong. That time has already gone.
