To wit, (A) the modus operandi of his corruption racket, and (B) how many people were involved in bogua Police promotion doals, and what proportion of those were Chinose and what proportica non-Chinese and so on.

For some years now, there has been an intense well co-ordinated compaira to have all s:mior posts in the Hongkong Police and Hongkong Goverment Departments filed by Chinese only, by hook or by crook. It is in the public interest to determine if there is some inter-connection between this organised compaign for Chinese and the acceptance of bribes from Chinese officiels in bogus promotion deals.
