With reference to your letter of 5 September, we have received the following reply from Hong Kong:-

"Siu Lam is a maximum security prison which is used primarily

but not exclusively for psychiatric cases. It is not uncommon for other prisoners to be held there if for any reason the other maximum security prison at Stanley is not suitable. Stanley is overcrowded and hospital facilities strained to limit.

has been detained at Siu Lam since 29 May for reasons of security and personal comfort during the Hong Kong summer. He has a thrombosis of the leg. He has never been considered in any way mentally unbalanced and has not been examined by any doctor for any mental assessment. He is now in Queen Elizabeth Hospital solely due to his physical condition. He has consented to an examination by a competent doctor to be approved by his solicitors, and Crown will make facilities available for this.

Terms agreed with

were that provided he remained in Hong Kong and gave true and faithful evidence covering alleged incident at any trial of Godber in Hong Kong:-

(a) no evidence would be offered against him in connection with charges then before Courts of receiving a bribe of dollars 25,000, conspiring to receive a bribe and of being in possession of assets disproportionate to his emoluments, and no other charges of bribery would be brought:

information about his affairs would be withdrawn:

and members of his family to give

his pension would not be withheld solely because of the misconduct which gave rise to charges set out in paragraph (a):
