normal and he was a suitable officer for the post. fact his confidential reports, with one exception, show him to be a hard-working, competent staff officer who lacks a commanding presence and is a little timid. is a tough post which demands a strong character. appointment seems to have bean made largely because of a very glowing report which was made in 1970 by the Commandant of the Police Training Unit after attended a course there. It describes him as a tough man, "harsh on occasions with subordinates and moved to genuine anger by carelessness". The Commandant was Chief Supt. P. F. Godber.
In August 1972, 15 months after his appointment to Wanchai the District Commander, Mr. J. Browett, inspected the station and in a memo to
said that the
standard was quite unacceptable by any bed and while working hard himself, was not exercising control of his subordinates. Indeed it was exactly what one would have expected from his report file but for the "Godber report". I feel that if the defence pursue this line it will be to our advantage.
