You wrote to Jim Callaghan on 5 April on the question of corruption in Hong Kong which you had raised during the Foreign Affairs debate on 19 March. He has asked me to reply to your letter as I now deal with Hong Kong affairs.

I can understand your concern on this issue. However, as my predecessor told you in his letter of 15 October 1973, the difficulty is the double criminality rule in the Fugitive Offenders Act.

There are, as you will appreciate, very real problems associated with any question of amendment to the law. I shall however be reviewing this issue together with other problems associated with Hong Kong. I will get in touch with you again as soon as this review is complete.

Meanwhile I am returning the extract from Hansard which you enclosed in your letter.
