Meanwhile I recommend that we should not reply to Mrs
Elliott. We cannot promise that Mr Johnson will look into the
matter, since we do not know whether he will; but any other
reply would be likely to be overtaken by his investigations.
Nor does her letter necessarily call for a reply from present
Ministers.
