Mr Peter Blaker MP sent us a copy of a letter dated
17 March which he had received from Mrs Elsie Elliott about the
case of Mr Lui Sung. For some unexplained reason the letter
took over three weeks to reach the department. Mr Blaker sent
an acknowledgement to Mrs Elliott, simply saying he was forwarding
the letter to his successor in the FCO.

Earlier this year Mrs Elliott wrote about Mr Lui Sung to
"interested Members of Parliament", including Mr James Johnson MP.
and to Mr Blaker when he was a Minister in the FCO. She alleged
that he had been unfairly treated by the Resettlement Dept.
Mr Blaker sent Mr Johnson a report on the case which we had
received from Hong Kong. He suggested that Mr Johnson might wish
to look into the case himself during his visit to Hong Kong over
Easter. We also asked the Colonial Secretary to reply in the
same sense to Mrs Elliott.

Mrs Elliott is a determined lady, and probably not open to
conviction that the Hong Kong Government have acted fairly. Ι άο
not think we should achieve anything by trying to argue the case
further with her.

It may well be, however, that Mr Johnson's current visit to
Hong Kong will provide a peg on which to hang a final reply.
could indeed be useful and I have sent a telegram to Hong Kong,
which I hope will serve to jog Mr Johnson's memory. If Hong Kong's reply provides material for a letter to Mrs Elliott I will submit
again.
