being either police informers/agents, ex- policemen or triad society elements and passed on to one policeman representing the unit concerned and then distributed amongst their fellow members; each member has a share, including inspectors, rank and files, interpreters etc. It is estimated that the total amounts of protection moneys payable by vice rackets and illegal places are in the region of 1-2 millions Hong Kong dollars each day.
6. Sometimes policemen collect protection moneys personally but they do so only incident-
ally and at no fixed places. Police officers above the rank of inspectors seldom collect corruption moneys in person for fear of being caught redhanded by Anti-Corrup- tion officers.
7. To bypass anti-corruption laws, corruptive public servants usually make arrangments for their assets and financial resources registered as owners in the names of their close relatives and friends, such as brothers, parent-in-law, brothers-in-law, sisters- in-law, cousins, nieces etc. As an example, some serving policemen are doing businesses in the names of their brothers but with their own money accruing from corruption. 8. The surnames of triad men are real but their other or personal names might be aliases
or even false. As in the case of senior Chinese police detectives who often use singular Chinese charactersas their personal names, it is the established practice of triad men not to use their real names in their illegal activities because both are well aware that misdeeds in their golden days might bring them retaliation and disrepute in their waning years once their real identities become known to their victims and foes. Quite a number of triad men use the Chinese character 'Hung'(X) as their personal names which denotes 'Hung Mune'), the equivalent of triad society in ancient Chinese language.
9. It is reported that the Chinese police detectives attached to the General Investigation
Office have had the broadest avenues for corruption and protection racketeering for the reason that their investigating powers cover a very wide range of vice rackets and illegal places. It is understood in the Chinese community that the huge amounts of protection moneys payable by illegal casinos or common gaming houses, off-course betting syndicates, brothels, sex spots etc. are receivable by the staff of this unit or their agents.It was reported in the press not long ago that an illegal casino in Spring Garden St. Wenchai had to close down because they had been ontinuously squeezed of over $10,000 daily by groups of plaincloth and uniform policemen one following upon another.
10. There are many more policemen involved in the protection ring behind 'Lo Chin Kuk' or
'Tin Sin Kuk' swindle rackets in Hong Kong; at least 80% of serving Chianse police detectives know of the existence of same. It should be understood that 'Big Tigers' seldom or even never show up in corrupt activities; they just organise the rackets.
11. It was reported in triad society circles that one of the assistants working for the
protection ring behind Lo Chin Kuk' or 'Tin Sin Kuk' swindle rackets on Hong Kong Island is Li Chuek(), a notorious criminal who had seryed a 15-year jail sentence for robbing and shooting the late Mr Lui Shui Tak(1), formerly general manager and founder of the Kowloon Motor Bus Co. Ltd. At present, Li is reportedly managing an apartment house on behalf of 'behind-the-scene' bosses in Causeway Bay area. as a disguise. 12. In my presence
