I wish to inform you that secrets of police investigations into my complaints have leaked out and some of the persoas referred to in ny Report and related papers have been alerted. During the past 2-3 weeks, I have been hunted several times by some mysterious persons, presumably agents for the persons under police investigations. As I prepared myself well for such occurrences which were not unexpected, I have luckily been able to shun contacts with them by going into hiding and taking other special precautionary measures.

To ensure ay personal safety, way I ask for the private telephone numbers of 3 European police officera, including your goodself, so that I may seek help outside office hours in case of emergency.

It has been reported in the Chinese community and the public service that certain Chinese police detectives attached to your Branch are equally corruptive and have had some sort of "understanding" with organizers of protection rackets in the Colony, the existence of which is well within their knowledge; their considera- tions for malpractices in'carrying out investigations and in executing their duties is e 50-80% of the bribery or corruption moneys involved, subject to negotiations. In the slangs of policeren of Chinese descent, the Anti-Corruption Branch is called the "Coffin Shop' and its officers fokies of the Coffin Shop' which denote 'employees of the Coffin Shop'.

Whether they be inspectors or rank and files, you are advised not to trust each and every Chinese police detective attached to your Branch fully and be very careful in assigning them duties othervise the results of their "investizations" will be docestive and misleading. It would be wrong if you thought that they are all trustworthy, devoted to their duties and loyal to the Crown. Therefore, it is wise for you to pay attention to and review constantly all investigation files, guard against double agents and listening devices, as well as lock your drawers, filing cabinets and doors before leaving your Office room.

Please excuse me for being too outspoken with references to some of your colleagues. By telling you the truth, I am just making known to the authorities realities in our society which are more or less matters of common knowledge and have no intention of discrediting your Branch as a whole. As a citizen of Hong Kong, I feel that I an under obligation to convey to the Crown and leaders in the Hong Kong Government information on crimes and corruption which is unknown to and has hitherto been concealed from then or else they will be in the dark for ever. Though I am an insignificant person, I can distinguish between good and evil, justice and in- justice; I will not treat right as wrong and vice versa or white as black and vice versa under any circumstances including temptaticas, threats, close personal relationships etc.

Turning back to my case, I would like to furnish you some more confidential info-m- ation which will aid in your investigations into the triangular relationship as between the svindle rackets inquestion, certain corruptive Chinese police detectives and triad society elcuents, thus:-
