You will remember that we discussed this case, which was dealt with in Mr Peter Blaker's letter to you of 18 February and in the Hong Kong Government's background report (copies of which I attach for ease of reference).

You told me that you had looked into the case briefly during your visit to Hong Kong and were broadly satisfied with the Hong Kong Government's account. You said, I think, that you either intended to suggest, or had suggested, that Mrs Elliott should visit the site.

We have received further representations from Mrs Elliott, through Mr Blaker, to which Lord Goronwy-Roberts will reply. If you agree, I would like to propose to the Minister that his reply should mention your investigation. This is not because we want to commit you, or do not regard the Hong Kong Government's investigations as adequate in themselves. But Mrs Elliott is a determined lady who is not readily convinced that the authorities may sometimes be right.

In the effort so to convince her, I would like to propose that the Minister should reply to her on the lines of the attached draft; but I am contacting you first because the draft mentions your visit. If you have any objection to it, perhaps you would let me know? I also enclose a copy of Mrs Elliott's letter to which it is intended as a reply.
