We have attached at Annex 'D' a rough guide to some of the non-sensitive equipment used by the Metropolitan Police.

Staff

As you have said, your staffing requirements will of necessity be subject to variation as circumstances require in the future. What does appear to us is that, in view of the expected outflow of police officers from I.C.A.C. you will be short of officers of any real investigatory experience and it is probable you will need to go beyond the Colony to redress the balance. A weakness apparent in the old set up of A.C.0. seems to be that there were too many officers of low rank whose capabilities were severely limited and who were unable to deal with any case papers. Also the number of women employed in these lower grades was out of all proportion.

There is, and seems always to have been, a shortage of good typists and typist translators, which has resulted in officers having to sit down and type their own work. A case could probably be made out for the provision of a qualified accountant within I.C.A.C. or for a facility for acquiring the services of such an individual on a contractual retaining basis.

As I.C.A.C. operations gain momentum a need will be manifested for some P.R.0. capability within the Operations Department. This requirement could, on the face of it, be met by the senior officers of the Department, but in the long run will prove to be frustrating and time wasting. We consider that it would be preferable to employ a public relations officer within the Department to deal with the media. This would leave operational officers free to concentrate on their main task and, at the same time, ensure uniformity of policy as laid down by the Director.

Should it be decided to recruit additional investi- gatory staff from the U.K. our suggestion is that this be by means of advertisement in the 'Police Review' publication widely read by serving and ex-police officers. Obviously some form of sifting would be required, finalised, we suggest, by a Selection Board chaired by yourself or your deputy. In this connection, subject to the approval of the Commissioner of Police of the Metropolis, we should be pleased to render any assistance in the selection process that you may require.
