corruption and channel such complaint or enquiry to the correct public body. Matters which do not amount to a complaint of corruption could be recorded in an Occurrence Book, or where they require reference to another Department, typed in a duplicate loose leaf form, whereby the top copy could be forwarded to those concerned, the second copy remaining the I.C.A.C. record.
In connection with the actual recording of complaints, to avoid writing or typing virtually the same script several times over we suggest the design and production of a numbered pro-forma on self-copying paper. This pro-forma could be completed in English and in quadruplicate. One copy could be kept in a binder within the report centre under secure conditions and under the control of the senior 'reserve' officer. The other copies would go to the Secretary to the Target Committee who would file one copy which would form the present M.R.B. If desired this copy could be designed to record progress or assist the later compilation of statistics. The third copy would pass to whichever senior officers require sight of same and later form part of the Morning Report. last copy would be sent by the Secretary to the Target Committee to Registry for immediate search and could then form the basis of a registered docket. We consider that in "run of the mill" cases these matters should be registered as soon as possible. The registered docket could be then passed to the appropriate Group Head accompanied by reference to other correspondence.
In the case of an enquiry which necessitated the utmost security and speed, the reserve officer could immediately report with all pro-formae to the A.D./Ops., who would decide on future action. However, as soon as security permitted, the matter should be registered and the pro-formae duly processed.
It is very probable that as I.C.A.C. progresses a considerable demand for various statistics will develop. The ideal person to maintain and provide such statistics is, of course, the Secretary to the Target Committee who would be able to advise on trends. In respect of those allegations reported by letter the Secretary to the Target Committee could maintain his present function but causing the previously mentioned pro-forma to be prepared in triplicate, thereafter the same procedure being followed.
