Thank you very much for sending me a copy of your report on your visit to Hong Kong. I have shown it to Mr Macoun, the Overseas Police Adviser.

Action of course rests with the Hong Kong But this seems to us, if I may say so, a very useful report which frankly identifies possible weaknesses in the organisation and also provides useful procedural guidelines.
We will be very
interested to see the Hong Kong Government's reactions.
