not formally a punishment. This is relevant to the general.

Our preliminary view is, however, that since the
penalties enumerated in HKCR 54(3) include several, such as
a reprimand, which are undoubtedly less severe than a
reduction of pension, it would be difficult and anomalous
to argue that this penalty is excluded from the
definition.
