Mr Royle has now written to Mr Peter Blaker forwarding a further letter from his constituent, Mr Alan Ellis. Mr Ellis refers to his previous letter dated 7 December to which he has not yet received a reply.

Before he left Office, Mr Royle discussed Mr. Ellis's case with Jack Cater and the latter undertook to consider the case when the Anti-Corruption starts operating next month. Mr Royle therefore informed Mr. Ellis that his case will be put to the Commission, but that the enquiries will have to concentrate on the corruption aspects. This lead Mr Ellis to write again to Mr Royle (his letter of 7 December) in which he asks again how HMG can accept the two internal Hong Kong Police enquiries of 1953 and
Mr Mac's advice on this letter is attached. 1965. Can we please discuss how we should now handle the Ellis case?
