Alec Douglas-Home has asked me to reply to your letter of 21 January, in which you enclosed a copy of a letter from Mrs. Elsie Elliott of 55, Kong Loc Road, Kwun Tong, Kowloon, Hong Kong, about the case of Mr. Lui Sung.

This case has been carefully investigated in Hong Kong. I am enclosing a report on the background prepared by the Governor. It does appear from this that Mr. Lui has been fairly treated and that his case has been exhaustively investigated. In fact he seems to have been treated with considerable forbearance by the authorities. He now has a house and kitchen on Crown Land despite the fact that, he was refused permission to build. His claim to have lost cash from his house was not substantiated and one of his daughters apparently agreed that the house was not touched. There is no

evidence beyond his allegation of a demand for a bribe.

I cannot myself see anything further that can be done for Mr. Lui. Nevertheless, as you will yourself be visiting Hong Kong over Easter, you might wish to discuss the case with the authorities and satisfy yourself on the facts set out, in the Governor's report. We have written to the Colonial Secretary to tell him that you may wish to do this.
