1.
We spoke about the attached letter from Mrs. Elsie Elliott, dated 17 March, which only arrived on my desk this morning. You will see that Mr Blaker sent an acknowledgement to Mrs Elliott on 21 March.
2. You may remember that Mrs Elliott wrote about Mr Lui Sung to "interested Members of Farliament" including Mr James Johnson MP and to Mr Blaker, when he was a Minister in the FCO. We asked the Colonial Secretary to reply on behalf of Mr Blaker and this he did on 8 March.
3. It was thought that Mrs Elliott might reply along these lines. I do not think we would achieve anything by trying to argue this case any further with Mrs Elliott. Nothing we say is likely to convince her that the case has been fairly examined. It may be that Mr Johnson will, as was suggested by Mr Blaker, discuss this case with the Hong Kong authorities during his visit to Hong Kong in the Easter recess. If he is not satisfied he will doubtless raise with us on his return any aspects of the case he thinks should be investigated.
I attach a draft submission to Mr Youde taking this line.
