and to try and convince him that the Hong Kong
Government were entirely within their contractual
rights in terminating his probationary appointment.
When the Godber case blew up in Hong Kong Mr Ellis
renewed his representations, maintaining that this
case proved that the "injustice" done to him was
due to the "Hong Kong conspiracy of corruption".

When in office Sir Anthony Royle consulted the
Governor about Mr Ellis's case. He subsequently also
discussed it with Mr Jack Cater, when the latter was
in London last December prior to taking up his
appointment as Commissioner Against Corruption.
When Mr Cater assumed office in February the Department
wrote to him asking him to confirm whether or not
the Commission would be able to investigate any
aspects of Mr Ellis's case.
Upon receipt of this
latest letter from Sir Anthony Royle we again
telegraphed Hong Kong. They have apologised for the
delay in replying and promised a letter within a
few days. However because of the Bag Schedules
and the Easter Holiday we will probably now not
be in a position to submit a full reply to Sir
Anthony Royle until after Easter.
