My Dear Anthony, thy
You wrote to Joan Lestor on 14 March, enclosing a letter from your constituent Mr. Alan Ellis of 20 Bishops Close, Ham Common, Richmond. Your letter has been passed to me since I am now responsible for matters concerning Hong Kong.
I am sorry that it is taking such a long time to let you have a substantive reply. We are still in the process of consulting Hong Kong, and expect to have further news from them soon. In the meantime I thought I should let you know before Easter that I hope to be in a position to write at greater length shortly.
Meanwhile I am returning Mr. Ellis's letter.
