Hong Kong's social stability and economic prosperity which have been so painstakingly built up through
the concerted efforts and close cooperation between the Government and the people in the past twenty years or so would come to nothing.
As recorded in the Chinese history, there have been instances, in which the infliction of heavy punish- ment in times of social chaos produced the desired effect.
The social stability and economic prosperity of Hong Kong have always been the main concern of our council. During the unprecedented civil disturbances of 1967, we, along with other community organizations in Hong Kong and Kowloon, rallied together the four million law-abiding local people to support the Govern- ment in the maintenance of law and order, as a means of safeguarding their own interest.
Now, we have again joined hands with kai-fong welfare associations of various districts in Hong Kong and Kowloon in submitting this petition requesting Your Majesty to issue a Royal Decree instructing the Hong Kong Government to re-impose the death penalty on criminals convicted of robbery and murder, so that the four million local people may live and go about their business peacefully, and also that the social stability and economic prosperity of Hong Kong may be maintained. We should be most grateful, if Your Majesty would grant our request.
