SUMMARY.
The premeditated attack by the gang on the occupants
of the apartment house was a savage one. There was, however,
no evidence that LEUNG was involved in the attack on the
deceased, though two employees identified him as having used
a knife on them.

PRINCIPAL FACTORS.
(a)
LEUNG was 20 years of age at the time of the
offence.
(b) The attack by the gang, as I have said, was
savage one, against unarmed men.
(c) It was premeditated.
RECOMMENDATION.
If the Governor decides to commute the death sentence,
I recommend that a sentence of imprisonment for 20 years be
substituted.
This is the sentence recommended by the trial
judge in his report.
