It appears that LAU suffered an illness affecting his brain a few years ago. A medical examination has
shown that this has not impaired his mental capacity in any way, but an intelligence test shows that his intelligence falls between the lower end of the normal
range and the mildly retarded.
RECOMMENDATION.
If the Governor decides to commute the death sentence
imposed on LAU, I recommend that a sentence of 35 years be
substituted.
