The Prisoner was brought up in the densely populated and complicated Shok Kip Mei area where crime rate was comparatively high. He was bright but had received only a low education. Family control on him was insufficient and ineffective; his mother might have been over-protective on him in order to release her guilt of having re-married; his step-father might have avoided imposing heavy discipline on his misconduct in order to prevent external criticism. For this and also his young age, he fell into bad company and led himself to his present situation. He was known to the Probation Officers, Superintendents of the Home and Treatment Centre but as he kept to himself and was bent on his own way of bad association, he maintained only superficial relationship with those who would like to reform him until he landed in a bigger mass for which he had little regret. This is typical of a misspent youth complicated by the problem of drug- addiction which was also a local problem in the area where he lived.
