1. At our meeting with Lord Goronwy-Roberts on 23 May, we promised to submit a paper which he might put to the Secretary of State in preparation for the Governor's visit.

The Governor will have discussed the question with Sir D Watson and it might be best if the paper came from him and was seen to arise from his visit to Hong Kong. This gets over the difficulty of explaining how we know of the Governor's views without attaching personal correspondence. It also makes it possible

to include personal impressions.

I accordingly submit a first draft.

Sir D Watson may wish

to consider whether the last paragraph of the draft should be

submitted in writing or referred to orally.
