more time for a considered submission to the Secretary of State.

4. We are well aware of the state of local opinion on the retention of capital punishment and of all the other relevant constitutional issues, not only in Belize but also in the other territories in which it is still retained. All this will of course be fully reflected in any submission which may eventually be put to the Secretary of State. The purpose of this letter is purely exploratory to establish in advance the time limits within which we shall have to work if a submission is required.

5. I am copying this letter for information to the Governors of all other Territories in which the death penalty is retained.
