The typed answer derives directly from the advice
from Hong Kong
(Hoy Kos telegram No 135 attached),
but I have bygested some
mygested some charges, which, while
not atteris the sense,
leave
open
the possibility
that some
people charged with murder could have
been convicted even of lesser
and also that
lesser offences than manslaughter;
that the finding of "guilty but insane" is possible
in Hong Kong (as I suspect it is), in which case the
Death sentence
is not mandatory.
