When we consult the Executive Council informally, you
will doubtless wish to be fully aware of all the consider-
ations involved in this case, including the political
factors in this country and the views of Ministers on the
questions asked in your telno 224. As you will appreciate,
we cannot give you guidance on this until after the
elections. We therefore think it would be better not to
consult ExCo even informally yet.
2. Meanwhile, however, if you thought it proper to do so,
