Your telno. 285: Death Penalty.
I agree that in the circumstances of Liu Chu's case,
the two options in your para. 4 could prevent the death
penalty in Hong Kong becoming an immediate issue in
Parliament, or for our Ministers.
2.
Of the other possibilities, if HMG either abolished
the death penalty against your advice, or let the law take
its course, this could lead to a parliamentary row at a
time when Ministers will be anxious to avoid one.
A hanging
would certainly arouse the abolitionists, while abolition,
particularly if opposed by ExCo, could also be questioned
/in Parliament.
