1. I agree that it would be very unfortunate for
relations between Hong Kong and the UK if the death
penalty had to be the first issue to go to the new
Government; and, with the Liu Chu case looming, it is
good to have this indication that you feel there may
be some scope at your end to explore ways of avoiding
that situation.
2. We cannot predict what view Ministers may take on
the full presentation of the issue which will eventually
have to be made to them. But I am sure they would not
wish in present circumstances to be faced with the choice
