There remains only the question of a more thorough critique of the AREAS booklet. Within its limits, it does seem quite well researched. I think the greatest danger of substantial publicity is that the TUC will adopt it as part of the campaign for a Royal Commission on Hong Kong. The Labour Adviser tells us that there is quite a head of steam behind this campaign and that the motion was only passed so quietly at the Congress because it had to be hurried through on the last day. At one time there was a real possibility of a substantial debate in the presence of the Prime Minister and Foreign Secretary.

This being so, I think we must be prepared with a more substantial commentary on the booklet's contents. We could give this to Research Department; but I think more expertise lies in the Hong Kong Government. If you think this is something they could undertake, no doubt you will let me know?
