Thank you for sending me a copy of your letter f

13 September about the booklet "Hong Kong: A Case to Answer".

I have one comment on the line proposed in paragraph 2 of your letter where you suggest that the Chinese Government have made it very clear both in the UN Committee of 24 and in private exchanges with us that they would not tolerate any steps towards independence for Hong Kong. I have no doubt that this is the Chinese position but it is a projection rather than a direct statement of their attitude. I would suggest that you would be less open to the kind of debating point which the authors of that pamphlet might make if you said that the Chinese Government have made it very clear that they regard Hong Kong as Chinese territory and it is apparent that they would not tolerate any steps towards independence for Hong Kong.
