One might also ask why, if the "regime" is so "authoritarian" with its "apparatus of repression" is this pamphlet not banned and suppressed in Hong Kong. Like any other political material it can be marketted and soldà, or even distributed free, if the writers and publishers wish. The writers are free to come to Hong Kong if they wish.

The pamphlet and its anonymous writers have done their best to belittle Hong Kong's achievements. Almost all of the arguments ther put forward have been aired in the editorial columns of the local press and discussed publicly in "Letters to the Editor" and in public forum. The writers', over-stated case is self-defeating. The fact that it is published jointly with
pokesman Books for the Bertrand Russel Peace Foundation and marketted by The Partisan Press is perhaps fitting.
