As arranged when you spoke to Teddy Kidd this morning, I am enclosing a copy of a paper prepared by GIS in Hong Kong in reply to the pamphlet "Hong Kong: A Case to Answer" I apologise for the delay in letting you to have this, but there seems to have been some misunderstanding over who would send it to you.

A revised version of this paper is on its way to us by Diplomatic Bag and I shall let you have a copy as soon as possible. In a covering telegram, GIS said that the notes were not intended for publication, "nor do we wish to show that we have reacted strongly to the original pamphlet". They suggested the notes should be regarded as "ammunition for discussions".
