(a) 27.17 - a modern and uniform system of public assistance

from public funds

Indicated as not achieved by 1974. Yet the Public Assistance Scheme was introduced in April, 1971 and improved in 1972. The present scheme provided from public funds is modelled upon the U.K. Supplementary Benefits Scheme (formerly National Assistance). It has now been supported by the DIA

scheme.

Comment It seems extraordinary that the PA scheme should have been overlooked. The present scheme is certainly modern and uniform in operation and compares well with any in South East Asia. Currently well over 30,000 households are helped by public assistance.

(e) 27.20 a research unit should be set up as a matter of

urgency to enquire into outworkers and subsistence living and also to carry out other preliminary investigations and surveys

Indicated as no information as of April 1974. There is a Research Unit in Social Welfare Department which includes a Statistician. This Unit surveys social welfare areas of interest as well as the social security schemes.

Comment The proposal appears to be more concerned with research involving employment questions. No doubt the Labour Department may wish to comment.

8. As a fianl general comment, the way in which the two Appendices are presented reflects little credit upon the authors of the publication. While the Appendices are but extracts in support of a fuller exposition, it is evident that only most hurried and superficial enquiries have been undertaken in their preparation leading to either false or incomplete comments.
