Thank you for your letter of 18 September. Lord Goronwy- Roberts wrote to the General Secretary of the National Union of Journalists, basing himself on your advice.

You may like to see the attached reply from the Journalists Union, which shows that both the Labour Department's actions and your advice have gone down well. If I may say so, this is good for Hong Kong both ministerially and publicly in the UK. All thanks to you.
