21.
Light industry in the Commune area is confined
to brick making, sugar refining and rice milling. A County-
controlled radio assembly and repair workshop is in
operation and some agricultural implements and tools are
made and repaired under commune arrangements. Chemical
fertiliser is produced under County control and various
small 'cottage' handicraft industries exist at P.B. level,
but these subsidiary enterprises are not particularly
significant compared with agriculture.

There are cold storage facilities at the SUN
KONG railhead and warehouse area.
Organisation of Production
23.
The Commune R.C. includes departments responsible
for the actual management of agricultural production:
planning department, production department and finance
department. Through these organs the Commune R.C. co-
ordinates the activities of its P.B.s and may mobilise
manpower and resources for Commune or county projects such
as construction, irrigation or reclamation, disaster relief
or emergency work, transcending the immediate interest of
individual brigades.

Organisation of the teams (and to a lesser extent
