11.
The R.C. is headed by a Chairman and a number of
Deputy Chairmen and as with the Party Committee, the R.C.
has a small Standing Committee of an uneven number of
selected leading members, headed by its Chairman.
Commune Management and Administration
12.
The Commune HQ organisation, which is subordinate
to the Commune R.C., is responsible for the management of
the whole commune. It consists of several departments
including :-
(a) Protective Section
Responsible for the maintenance of
law and order in the commune, the
investigation of both criminal and
political offences, the issue of
passes and permits, and the regi-
stration of residents and visitors.
(b) People's Armed Forces Department (P.A.F.D.)
Responsible for supervision and control
of militia and military affairs, includ-
ing command and control of the Militia
organisation, P.L.A. recruitment, registr-
ation and employment of demobilised
members of the P.L.A. and co-ordination
of war plans and 'preparations against
war' campaigns.
(c) Production Department
