The Commune C.C.P. Committee is headed by a First

Secretary with a Second Secretary as deputy and as is normal

practice, it has a small Standing Committee of an uneven

number of selected leading members, headed by the First

Secretary, whose permanent task is to deal with routine

Party or policy affairs for which they account at full or

plenary meetings of the Committee. It is with this inner

core of leading Party members that the real power lies.

Leading appointments in many commune C.C.P.

Committees and R.C.s are held concurrently by the same

individuals and in FU SHING, the appointments of Party

Committee First Secretary and R.C. Chairman are held by the

same individual. A diagrammatic chart showing the organi-

sation, subordination and inter-relation of the Party Commi-

ttee and R.C. vis-a-vis the County and subordinate units,. is

attached at Annex 'B'.

Commune R.C.

10.

The Commune R.C. is composed of leading C.C.P.

Committee members, together with prominent personalities

of the various management and administrative departments at

Commune HQ, together with activist personnel drawn from sub-

ordinate production or other units. The R.C. is responsible,

under the overall direction of the C.C.P. Committee, for

implementing policy, and for the leadership and administration

of all aspects of commune life.
