Background

Prior to the Cultural Revolution (C.R.) Fu Shing
Commune, in common with other such bodies in China, was
governed by a Management Committee with policies dictated
by a C.C.P. Committee. This command structure was
disbanded during the course of the C.R. but in February
1968, the FU SHING Commune Revolutionary Committee (R.C.)
was formed to take the place of both the former C.C.P.
and Management Committees. The C.C.P. Committee was not
re-established until May, 1970, but from then on resumed
its dominant role.

In this way, FU SHING, like all other communes in
PO ON County, is now governed by its C.C.P. Committee and
R.C., the R.C. in effect now taking the place of the former
Management Committee.
Commune C.C.P. Committee
7.
The Commune C.C.P. Committee is composed of the
leading C.C.P. members in the Commune including some Party
cadres of non-local origin. It is the most powerful organ
within the leadership framework, making or interpreting policy
decisions and ensuring that they are fundamentally in
accordance with the current Party line disseminated by PO ON
County C.C.P. Committee.
