1. I am sorry to be so late in the day in writing to thank you for your letter of 20 March 1974, with which you enclosed a copy of a paper on the Fu-Shing Peoples Commune.
2. We too found the report informative and interesting. We showed it to other interested departments in the Office, and also sent a copy to the Ministry of Defence.

The authors of the report might be interested in the following comments by Research Department:
Work points: The average value for a work-point, at Yo.08, is about normal, in comparison with information from other communes reported in Overt Intelligence Reports.
Private plots: The size of these, at 0.6 mu for each member of a household, seems exceptionally large.
Taxes: The information given is useful, but no figures are given for rates of taxation and for the amount of surplus rice sold. Sources of OIRS, also, generally seem to be ignorant of these figures.
