DEFENCE REVIEW:
HONG KONG
1. At our meeting on 15 November we discussed a possible
form of words for the Ministerial statement on 3 December
about the application of the Defence Review to Hong Kong.
2. You will remember that the passage which was
table and which had the support of the Foreign and Commonwealth
Office read as follows:

3. You expressed the view however that this might not be
sufficiently specific to meet Ministerial needs, and it
was suggested that something on the following lines might
be used instead:
