Thank you for your letter of 19th November and for putting me in the
picture so fully about Murray Mac Lehose's reaction to a draft on the lines of the passage we have included in the draft Parliamentary statement.
I fully understand his problem but there are problems at this end also, and I think you realised that we would probably have to take the responsibility for tabling a draft passage which goes further than you would like but not, I think, as far as some other Ministers would like.
I think we must now leave it to the Foreign and Commonwealth Secretary to take up the cudgels in Cabinet if he wishes to meet the Governor's point. In that event the suggestion in paragraph 6 of your letter, that a less explicit passage in the statement might be made more explicit in answering supplementaries or briefing the Press, could possibly offer a solution.
