1. Further to your discussions of Wednesday 20 November,
information has now been received that the FCO are preparing the In sime cases Consultation telegrams for dispatch [early next week, probably Immediately after the Cabinet Meeting on 25 November.

2. In certain places I believe that the Governor, High Commissioner
or Ambassador, who has close association with the local UK Military
Commander or representative, would wish to discuss with him the

approach to be made/the Government concerned. In anticipation of your wishes ACDS (Pol) has invited the FCO to include in the relevant
draft telegrams now being cleared instructions on the lines
indicated at Annex A. Those concerned are:-
