I have now seen your letter to John Roberts of 2 Decembe which arrived while I was in Brussels. Like him and John Hansford, I am content with the arrangements you propose.

2. We have been thinking what further briefing material may be required. It looks as though we may need to update the present material in a number of cases, but it is not possible to say definitely yet what form it should take or when it will be needed: The MOD and FCO Departments concerned will have to keep in close touch about this, keeping Cabinet Office informed as necessary. I suggest that the primary responsibility in each case should be as follows:-
