1. I attach speaking notes for the Defence Debate covering the FPDA, SEATO, Hong Kong, Brunei, Mauritius, Gan, Diego Garcia, Belize, the Falkland Islands, the Dependent territories and the 1968 decisions.
2. I should be grateful for comments or clearance, ane? suggestions for additional material by neon tororrow, Wednerday 11 December. Would addressees please provide material where indicated and in particular would the FCO please advise on what can be said about the political reasons for withdrawal from Brunei and the plans for sending the battalion to Hong Kong. I apologise for the short notice but the Minister of State's office require the material by close of play tomorrow.
3. I have not mentioned the position of LECs as I understand Head of DS22 is covering this in the general briefing on redundancy and implications for civilians.
