I attach speaking notes which have been prepared by the Ministry of Defence for the Defence debate covering topics of interest to your Departments. I also attach a copy of Mr Hawtin's covering minute.
2. I should be most grateful for your comments or clearance by 17.00 hours, 11 December. In particular I should be grateful for the advice of SWPD and HKIOD on the political reasons for withdrawing from Brunei and plans for sending the Gurkha battalion to Hong Kong.
3. I apologise for the short notice but the Minister of State's office in the Ministry of Defence have asked for the material by close of play today.
